My brother told me somethign about windows, where they keep your IE records even after you reformat. Is this true? he also told me there was a way to delete them. If so , how?

If your primary concern is making sure you're not leaving any data behind such as in the index.dat file that IE creates or other files, I would use a free tool like Eraser.

There are lots of ways that data can remain behind other than IE.
