does anyone know how to extend a picture i scanned without it looking all blurry?

its a cartoon from the newspaper and it has words on it and those are more important than the drawing but i still need the drawing

Scan it at a high resolution. 300 dpi is usually enough, depending on how small the picture was to begin with and how large you want it to be.
