Go to School for broadcasting. or if you live in a small enough TV market or town you can do part time jobs like camera, Audio board etc. once you get the feeling for how TV works and you prove to have a promising talent they usually start you off at the 5am newscasts a few days a week and you go from there.

I believe you need to have a background in production and television which you would learn in college courses before someone would hire you...

College classes in drama is a good starting point. :D
