You can plot points on an 83. First press the STAT button. Then press ENTER (at EDIT - option1). Enter the x values into the first list column (usually L1) and the corresponding y values into the second list column (usually L2). Then press the 2nd and Y= (at the top right) buttons to select the plot menu. Turn on plot 1 - you can play with the options as to how the points display or whether they connect. Then hit your zoom button and push down on the arrows and choose option zoomstat. your points will plot.

It has been a while since I've done this. Their should be a graph or y= button on the top of your calculator ,press that, then just put in the points. I think that model might also have a draw button on it.
good luck.

ON
STAT
1:Edit
use L1 as X and L2 as Y
Enter values
Shift + Y=
Turn Plot 1 ON, choose required graph, X values as L1 and Y as L2
Zoom
ZoomStat
If in need of equation, use common sense to see what type of graph this is (linear, quadratic, etc)
Y=, STAT, right arrow key, select regretion (i.e. LinReg), and it should be written in Y1.

I don't think you can, you can only graph lines and functions. And polar functions. Ya know, you could take a blank piece of paper and draw two perpendicular lines, and now you have a coordinate system. All you need is paper, a pencil, and a straight edge. Its not hard.
