It would be good if you mentioned the age of the person having a birthday. This makes a big difference in giving a good answer.
Young kids: party at home with a few kids, some games, snack, cake, treat bags.
Teens: slumber party, pizza, chips, pop, music, etc.
Adults: Surprise party, get-together with friends at a restaurant
Seniors: Rent a place and have an open-house thing.

It depends on if tis for a girl or boy
girl--- slumber party , movies , pizza & other junk food or a cookout too
boy --- id say friends over for some cards , pizza and other junkfood
if you have a pool or pool nearby a pool party is always great too

Cook a good brb-q invite your friends,probably play some cards,I suggest poker or somethig,it depends how old is the b-day person,because if is a lil kid you're going to need cake,ice cream,ballons,decorations(plates,napkins,cups,and flatware color coordinate itWal-Mart wil have them,all coordinated stuff)in the section for the preent thingies
