How old is your laptop may I ask? Mine has done that a couple times after it comes out of stand-by, but it eventually turns on. Your hard drive isn't starting up, or there isn't any power getting to the hard drive.

Ooh. I had that problem with a Toshiba I had a few years ago. If I remember correctly I actually had to remove the battery and then put it back. I would try plugging it in first, then trying to start it. If it doesn't, try my battery trick.
It could also be something to do with the setting on the power save, it may have something like "shut down after 30 minutes" - if it does, uncheck that box. One thing you may want to do is to go to the Toshiba web site and see if there is a Technical Support area where you put in your model number and the problem.

sounds like it is kicking into stand by or hybrynate mode. disconnect the power and remove the battery then plug it back in and reconnect battery. restart.
find out what you have to do the bring it out of stand by or hybrynate mode.

sounds like the black hole virus..you will have to remove windows completely and start from scratch
