(y2-y1)/(x2-x1). (rise over run)

Which would be
(-1-2)/(4-[-3])
=-3/7

Then you find the slope-intecept form which is
y=mx+b

M= your slope (-3/7)
Pick any number for y (either 2 or -1)
Pick any number for x (either -3 or 4)
Put all into equation and solve for b
(I'm going to use 2 and -3)

2= -3/7(-3)+b
2= 9/7+b
b= 5/7

Your equation and answer would be:
y= -3/7x+5/7
