Ya know, wouldn't it be nice if you could compliment a woman you don't know about her appearance in a sincere non pervie way?
I was at the bookstore a few weeks ago being helped by a female clerk that had the most amazing gold flecked eyes. It's not like I was checking her out or anything, but I look people in the eye when I'm talking to them and when she looked up to speak to me, I inwardly went "Damn, those eyes are amazing." (Remember that famous National Geographic cover of that Afghan girl with those eyes? Same thing.) But I stopped myself from saying anything, because I didn't want her to think I was trying to hit on her or was interested in her in anyway apart from just saying..."What amazing eyes you have."
Kinda sad how so many troglodytes and morons have ruined it for people over the years that you can't even tell someone they look nice without being perceived as a perv.

No, it's not proper; it gives women the creeps. Yes, considered out of line to compliment the anatomical parts of a complete stranger.

I don't think that it is proper to comment about a woman's legs. I think the only thing you can comment on is a pretty smile, lovely eyes, nice hair (but not the SMELL of her hair) without coming off as a potential creep/pervert.

If you are trying to ask her out, saying she has lovely legs is a great compliment though.

I would accept it with a smile. But then it all depends on how it is delivered.
I think some parts of my anatomy were oogled or commented on crduely, that I would not appreciate.
