No, there is no good excuse, in any culture, for being rude. All people, of all cultures, need to learn civility, and courtesy for one another. This planet would be a much more pleasant place to live, if everyone, everywhere, could learn this. It really isn't very hard, to extend all people a little tolerance. After all, we are all pretty much the same, when you really think about it. We all have much more in common, then we have, that makes us different from each other.

I think there are rude people no matter where you go! I agree that many Japanese can be or seem rude (which may be a miss-communication) , but I don't think it is an cultural aspect, just a personal attribute of some people there (and everywhere) I am married to a Japanese and am fluent in the language and find that the people who I come in contact with are "normal" in the rudeness scale - with individuals being on both sides of polite and normal - a bell curve, if you may. I sometimes get tired of making allowances for people simply because of their cultures are different than mine...

I don't agree with the rudeness, however, the same can be said for any culture, even ours! When you see someone that is from another country in your homeland, most people would be rude. There is no such thing as a well mannered society anymore if there ever was at all.

I don't completely understand the example you're giving but I understand the question.
Being rude is unacceptable in any culture, however; what one culture might consider rude may not be rude to another. Cultural differences will always be there, that's why its so important to communicate and understand where others are coming from.

I agree that all too often 'cultural differences' are cited as an excuse for bad manners
I am British and I have noticed among British born Asians over here tend to talk about you in their own language in front of you even though they speak English as well as i do (but their language doesn't eliminate body language). When challenged they just shrug and say 'do you actually SPEAK 'our' language then?' with no hint of shame at being caught out at being rude

No, I don't think a different culture is an excuse to be rude. But I don't think they know they are being rude or mean to hurt feelings intentionally. Have you ever seen picutures of little old eskimo ladies snuggled together whispering, I think it indicates a shyness and being a little naive about modern times. However, your sisters-in-laws could be a different story!

I previously worked for a male from India and upper management so easily left him to his rudeness in the name of "culture". Upper management was making excuses for him when he had actually lived and worked in the US and US company culture for over 20 years. What a disgrace to our culture as Americans.

Nope, they are being rude. There is no excuse to make fun of someone, or say something bad about them just because they are from a different culture.

I don't think it's an excuse in any way at all. Values such as compassion and integrity transcend cultural borders, and rest in the human soul. It's a person's own decision as to whether to be "rude" or "kind."
