The honeysuckle is an invader and you are wise to be rid of it, as much as is possible. The most effective way is to cut it all down as close to the ground as you can in early spring. As soon as it sprouts again, spray it with a glyphosate herbicide (roundup or eraser work well). Walk around it weekly as the weather warms up and spray any new sprouts. The plants will brown and wilt, then you can dig them up. And yes, you need to dig them up if you possibly can, to actually get rid of them. If this is an area you do not want to ever replant, you could use brush killers that would be faster, but they sterilize the soil.

Have you tried to cut them back to the woody stems-- let new growth begin, then Roundup the lot--may take more than once, but Roundup is powerful stuff.
Honeysuckle also has runners under the dirt, but birds are the farmers here-- they love the seeds which then go thru and drop to root somewhere else- with extra special fertilizer!
good luck.

Gasoline. Problem solved. Of course nothing will grow there for years. But the vines DEFINITELY won't be back. :)
