Sony has been replacing these but for a fee.. I think for the refurbished one it was 65 bucks and to fix the disk read error and clean the lens and insides was 45 bucks.
The defective part of some of the earlier PS2s that causes these Disc Read Errors is the laser that reads the disc. Some of Sonys first PS2s were made with lasers that die out much quickly then a disc laser normally should,but most of the time the laser has not actuly died, it just needs some technical adjustments to the voltage and the position.

If it is just the CD, the best solution I've found is to use toothpaste to buff out the scratch, it's an abrassive that will remove a thin layer of the plastic covering the metal layer. Hopefully it will be enought to remove the scratch.
If the problem continues then it is probably the PS2, the laser is misalligned. The best way to fix this is to void your warranty by opening the PS2. Now the info I'm giving is for the old, big PS2 not the small one. If it is only one disc it does it on, then it probably is the disc. If some work sometimes, you might want to check into a repair shop.

if you bought it used you're screwed but shaving cream works really well. Just put a little on and wipe it with a paper towel (not tissue).
Also it could be the PS2 try cleaning that. (both disc area and back)

Is it just the one disc that won't work? if so, it's not the ps2, it's just the disc. If it happens with all discs, check your warranty, your machine needs professional attention.

sell it on ebay, there are repair specialists that will probably buy it and you may get 20-30 bucks for it if you are lucky. Include an old game & Ship it as USPS media mail, which will reduce the cost of shipping so you save a few bucks.
Or you can try to open it up yourself and fix it, this would be the only way.

If it is just the disk, then you have a bad disk. If it is the PS2, you need to clean the dust out of you PS2.

We ended up having to trash ours when it gave us that error all the time. Exact same symptoms.
You can try to get it repaired, good luck.
