Is a poem that entirely rhymes considered an entire rhyme scheme?

example:

When things go wrong, as they sometimes will,
when the road you're walking seems all up hill.
When funds are low and the debts are high.
And you want to quit, but you have to try.
When care is pressing you down a bit.
Rest, if you must, but never quit.

Life is queer with its twists and turns
as every one of us one day learns.
Don’t give up though the pace seems to be slow -
You may succeed with another blow.

Success is failure turned inside out -
The silver tint of the clouds of doubt.
But you never could tell how close you are.
It may be near when it seems so far:

So stick to the fight when you're hardest hit
it's when things seem worst that you must never quit.

Technically, yes that would be a rhyme scheme. But I think you have the wrong idea. A rhyme scheme is like the pattern of rhyming. For example:

I knew a guy, his name was Joe. (A)
He went wherever I would go. (A)
I sat upon my old brown chair, (B)
And you indeedy, Joe was there. (B)
He was a'pacing to and fro. (A)

That sad excuse for improvisation would be an AABBA rhyme scheme. There are lot's of different rhyme schemes. You can have AABBC where the last line has no rhyme, or with two stanzas, you'd have AABBC, DDEEC, where each letter is a new set of rhymes that don't rhyme with any of the other words.

Another example, your poem there, the first stanza would have a rhyme scheme of AABBCC, but the second stanza is AABB. In order for the poem to have a rhyme scheme in entirety, every stanzy must follow the same pattern.

This poem in particular is in couplets. because every two lines rhymes.

the usual scheme is aabba and yes it is, your first stanza's scheme is aabcdd
