Spend 20 bucks and get a heat gun. It will soften the glue and you can peel the carpet right up.

Is your carpet glued only on its sides? If it is not glued all the way through, but only on the outside, then you might want to try it with a blow-dryer(on high)and heat up one area at a time and lift the carpet. Depending on how thick your carpet is it might take a little while. Make sure it does not fall back on the floor, try to fold it, or roll it piece by piece. Once you got it off, you can get the glue off the floor with a solution that's sold at hardware and homeimprovement stores.

If the carpet is glued onto the floor all the way through then you might be out of luck. In order to get it off the floor you have to heat it to get the glue soft enough to get the thing off. Water will not do, it gets cold too fast.

Pull hard and tear it loose if you have to. Once it is up you will probably need a lacquer thinner that can be purchased at any paint or hardware store. You may have to use a "flat hoe" to scrape it up. This will be a difficult and messy task most likely. Start out in small area to see how it goes.

you'll have to scrape it up. hardware stores have long-handled scrapers. it sucks so bad to do it. good luck.
