Do you want to make out with him/her? If you do -- go for it. If not, don't. Explain you aren't interested but that you love him/her as a friend and would like to stay one.
Most of the time that is enough.
And it doesn't matter what gender the person OR you are. It's just what you want, ignore the idiots.

I'm speaking from the best friend point of view - tell them no. Explain this: I am not attracted to you in that way. If they persist, tell them to back off, and if they continue, back off yourself, and get away from that person for a little while.
They'll get over it, however much it may sting, but -true- friends realize that their friend isn't comfortable with it, and shouldn't push.

i was in this exact situation about 10 years ago with my best friend from high school. she asked me if i had ever kissed a girl and since i hadn't, i was hesitant to even answer her, but i really wanted to kiss her too. finally we clumsily kissed and that ended up being one of the most memorable evenings of my sexual life!
in short, if you're attracted to the person, go for it. if you're not, let them know soon so that you're not leading them on because you could porentially ruin a great friendship.

Do you really need help with this question? If you want to make out with this person (and you are close in age) then do so. If you don't want to then do not do it. If you are unsure then talk to that person about it. If you think you want to then change your mind, you can change your mind and stop right then. It's your choice.
