I probably can't help you there but I see this with all my friends and and even with celebrities the same age early 30's. I think when we hit 30's our skin goes through some transition changes until eventually either gravity wins or we figure out how to combat it. I stay hydrated and I quit smoking a few years ago because it would cause excessive fine lines. They're the last of my worries now.

Smokers get those fine wrinkles, as do people that spend a lot of time in the sun. Sometimes makeup can cover them up a little. It could also be a hormone fluctuation.

There are many different things that can cause this.. make sure she is drinking enough water, and get her some good lotion. because if the skin isn't hydrated enough that can cause wrinkles.. i use skin milk everyday and it keeps my skin really moist... if she has sensitive skin than you should stay away from fragrances in the lotion.

Smoking has a bad effect on your skin. also, she might be using drugs. A lot of medications both legal or not can cause horrible results to your skin.
Since you are describing it as a on and off thing, my guess is that it is related to a habituale behavior on her part. Lack of sleep combined with over use of caffiene alone has bad effects on your skin virtually overnight.

Is she out in the sun a lot? The sun causes wrinkles. Also- not enough water will cause that. Also- washing your face will help not cause wrinkles

It could be lack of water, sleep, too much exposure to sun, or not using the right products.
