I'm not sure, but I'd imagine wet soil. The decomposers probably use the water to live and as means of digestion, seeing as water is an excellent solvent.

I would say that decomposition occurs faster in wet soil.

decomposition occurs quicker in moist soil because bacteria need moisture to multiply. bacteria diversity also increase in moist conditions.
