I have been in the bar/food industry for over 20 years. This is a part of advice I will give you that should be a no brainer, but so many make this mistake and then wonder why their employees are so lame.
Your employees are indispensable. You go to one place that have had the same employees for five years and at another place 3 months makes you a long timer. If you want to make your customers happy, make your employees happy. Treat them right. Don't get greedy. Give them perks, and not some lame Christmas party, but free NASCAR tickets (or whatever, but something good) to the one who makes the most sales in three months. Every employee will work harder if you do not watch over them like a hawk, but let them breath. If you hire good people, amazingly, the place will work just fine without someone breathing down their neck making them feel totally inadequate. If you treat them bad and like children, guess what? They will act that way. There is no bigger headache then having a high turn over rate. It gives you a bad name as a place to work, making it difficult to hire. It also says something to your customers. Just remember, you are a person just like the employees. If you make a mistake, admit it to them, ask them their opinions, get them involved, make them feel like they are a part of this place. Believe me, you will thank yourself later and your amount of headaches will be less. Even the worst employee will turn a new leaf if treated like a part of the family and not like a number. This is all especially important opening a new place. I have seen new places fall because they cannot get people to work for them, or cover the shifts because someone quit and then the customers suffer and stop coming in. Right up front, these people need to know you are not only approachable but a friend. They need to know the perks for working.
Also, make sure they have great personalities (obviously), experience and can move quick and think fast. The ones at night need to make absolutly sure they can be free, which means a guarenteed sitter if they are a parent.

Have business sense.
Know something about the industry, and how to work with wholesalers.
Hire a business attorney to help you get all of the legal documents, permits, and pay the needed fees to allow you to open a club.
If your going to also serve food, then there are food regulations that you have to know and comply with.
Hire an accountant or financial advisor to help you and your attorney. My financial advisor reccomended the attorney.
Ensure that a portion of your monthly budget includes marketing. This means advertising. Radio, newspaper, local rags. Not just banners hanging off your building.
Be prepared to continue to put money into the business for at least 2 years before expecting to see any profit.

well depending where you are i suppose have licencing and insurance, consider the finnacial factors, i just googled a guide to opening a bar and it came up with this site... alll i know in australia employees have to be over 18 to work and have the required certificates such as responsible service of alcohol and responsible conduct of gambling, i have thoose, not sure about the horse racing gaming area i think thats a TAB certificate or some think.
too australia has australia's hotelier's association so depending where you are it may be america's hoteliers association they may help you too...
