One year at Fathers Day when my daughter was little and we were really poor..lol..I had the idea to make some coupons for him to redeem whenever he wanted to. So whenever he wanted something in place of the coupon, my daughter had to do it for him.
Here are some ideas that might get you started.
1. Wash his car
2. Give him a back rub.
3. Let him watch his favorite T.V. show.
4. Breakfast in bed.
5. Watching a sport on T.V. with no disturbances.
He loved this. Said it was the best gift he ever got. Use your imagination and personalize it for your father and it won't cost a thing but a little time to make the coupons. You can use index cards and decorate them. Then enclose them in a Fathers Day Card.
Hope this helps.

Buyt a tie from a garage sale, have It dry cleaned and repackage. Make sure the tie is a 50 bucks one, like from Jos. A. Banks, or an Italian Silk Tie. No polyesters. All together, the tie should be 5 bucks or less, and the dry cleaning anround three bucks.
How about a sweater from Macy's'...look for coupons in the papers now.
How about a few lottery tickets.

Why...do you have a lot of second rate fathers?
Ok seriously, being a father for nearly 17 years, a hug and an "I Love You" from either or both my son or daughter brings happy tears to my eyes just thinking about it. (and I'm pretty sure I'll get that gift). If material is the thing, then fill in these blanks:
Dad, I got a______for you because________. If he wears neckties, one from you will definitely become his favorite. Wash his car, or give him a gift certificate to a detail shop. If you don't have lots of money and he knows it, he'd probably like for you not to spend it on him; but instead give him Attention, Love , & Affection. It will never wear out, he'll never have one too many, and he'll probably share it with YOU, too. :)

If you are giving to someone who has everything, try Oxfam Unwrapped at http://www.oxfamirelandunwrapped.com/ (UK and ROI). Instead of giving them another thing they don't need, you can actually give them the gift of having helped someone who has nothing. The concept is simple.
You choose a gift/s and rather than sending the item to you, Oxfam will buy it for someone in the third world to whom it can be a life saver. They will send you a gift card giving some information about the gift which you can send on to friends and family.
I bought some things from them for my mum's birthday and had initially feared that she would hate it. She is quire materialistic. In fact she was so happe, it brought tears to her eyes to think people will have a better life in her name. Give it a try, it's well worth it!

I'm totally broke for Father's day. Luckily, on the circuit city website, they have a bunch of home gadgets that are 70% off. My dad drinks coffee like a lot of people do and I found a travel mug that you can plug into a car adapter and it keeps your coffee warm. I spent $3 and didn't pay for shipping because I picked it up in store.

Make him breakfast in bed, it works with Dad's just as well as it does Mom's.
Try and help him with some projects that he's been "meaning" do to around the house. Time spent together is a gift as well.

Spend the day with dad doing things that will make lasting memories. Church, Fishing, sports, whatever he enjoys that the two of you can share together and a letter telling him how much he is loved and appriciated.
It will mean more then a bought gift.

Female, hugs, kisses and lots of laughters that day.
Male, give your dad ten coupon.
These ten coupon can use anytime he wants to make you do things you don't like.
e.g. push-up, clean up the whole house, when your parents quarrel, you talk to your mum.
