In California, the light must function with the key on bulb check, and there must not be any stored fault codes in order to pass the inspection. If you disconnect the light, you're not fixing the problem, you're just making more of a headache for yourself and your wallet. Fix the problem, you may find the car to run better and use less fuel.

If your state does emission testing, they will most likely notice, and if they connect a scan tool, they CAN tell if the light is disconnected. In some states, this alone can fail the vehicle for inspection. The lite is on because the engine computer has detected a problem with the engine management system. You should have a technician check the system and repair the fault. Note: if it is a sensor that affects fuel mileage, especially an oxygen sensor, repairing it will improve your fuel mileage!

Is this about the inspection, don't worry about it they can't flunk it for a light being on, but they may ask you if you want it fixed.
To them the light could mean anything. Like your oil was to low or something. They don't know why it's on, and they shouldn't care.
