1. She just said "yes" to be nice or to stop you from asking again. [The infamous "buy some time" response.]
2. She's actually pretty busy and doesn't know where to fit it in.
3. She has other pressures in her life that take her attention, and the date is just not high enough priority.
4. She's feeling ambivalent -- you seem nice enough, but she's not sure if it's worth the effort.
5. She's shy and afraid of being embarrassed during the date because she won't know what to say or do.
Generally, I'd go with the idea that she said "yes" because she didn't know how to say "no." If she REALLY wants to go out, she'll find a way to make it happen. (Seriously. A girl who really wants to out with a guy will do whatever she can to make herself available. She always finds a way to make it happen.)
If she consistently refuses to commit to a day, even if she has mixed feelings, your date is not that important to her -- and not worth allowing stress to develop over.
If I was in that situation, I'd just apologize if I made her feel like she had to say "yes," tell her there were no hard feelings about being unable to set a date, and that if her schedule opens up later or she changes her mind, I'd love to hear from her.
If she doesn't ever get back to you, you saved yourself and her some time and stress. If she does get back, then you know she wanted to go out and you can go from there.
In any case, don't take it personally. Just keep looking for someone else.

I have done this myself. It doesn't have anything to do with the other person. It just seems as though I have a hard time giving my time away! That is weird. But if I commit to a date, I feel like I have to go. WHen the day comes I may regret it because I might want to be alone that day after having a hellish week at work or I might just want to eat chips and sit on the couch...but I have committed to putting on a happy face so I go and then I am mad at myself.

actually a lot of women have a problem saying no. when most guys ask and a woman refuses, they usually persist and that is so annoying. so i have found that by telling a guy yes i can get him outta my way for the time being then tell him no later when i have come up with a good enough excuse to get him off my back. don't be one of those guys that goes up to any random woman asking for her number and stuff. most women i think like to at least know who the guy is that wants to take her out. good luck playa
