The way I made them was to tie a ribbon on each of the four corners of the handkerchief, and then tie two ribbons together, and two more ribbons together, and twist them, then tie them into a handle.

From the pictures I have seen of the Jaquilene Kennedy bags, they were more like the folded ones in the link I provided, with an ornate broach to hold them shut.
