Take I-65 up to Gary. I-80 runs about 3-4 miles south of Gary, hop on I-80 west until you get to I-94 North.
I-94 North takes you right into the Loop.

Take I-65 all the way until it ends in Gary, where you can jump on the Toll Road I-90. That will take you to the Dan Ryan I-94, but this is under construction.
Or you can take I-90 to the Stoney Island exit, which will take you to Lake Shore Drive.

there is no good way this time of year (construction season). But I would say take I65 to I90. Maybe exit on US41, which turns into lake shore drive. Someone suggested I94, but that is under some major construction. Due to that, all ways will be bad though.
