make a slideshow of pictures on your background on windows like on a mac?

There are programs available to do this. Can not do it without adding a program. However they are resource hogs and will slow your PC. Recommend against doing it.

I'm not sure but I think you can't. I think you can put something like a web page but neither I'm not really sure.

i know you can do it as a screensaver but i dont think you can do it as wallpaper. besides wallpaper is a resource drain i never use it.
