I've gotten several leotards for my daughter on e-bay, most of them still had the tag on. You can also try stores like Wal-mart, K-mart and Target, they carry them and they aren't expensive.

Target specializies in dancing outfits that are really awesome. And there like 10-15 dollars.

It is hard to find them when it is warm. Try a Wal-mart and see if there are any sales. There is a neat site online but you have to have a minimum order.
