If you are referring to this as your start page in internet explorer all you have to do it go into tools - Internet Options - and where it says address type in an address (like www.yahoo.com) and click apply. This will give you a default home page. another way to do this is to go into the registry and change your start page, this is more complicated but sometimes has to be done because of damage from spy ware.

You might just not have set your home page. Go to your Internet settings (whichever browser you use).
Find the place where you can set your default home page and fix it there.
Are you using Firefox? If not, download it for free -- it's much better than Internet Explorer:

I'm assuming that no matter what you set your homepage to, it goes back to about:blank? It's a browser hijacker that does that. Any good spyware remover should be able to take care of it, but if they're not working you can remove it manually. Instructions here: http://www.pchell.com/support/aboutblank.shtml
