If Commander Data is such an asset to Starfleet, why don't they just keep putting him in the replicator until they have a whole ship full of Datas?

That's a good question.Commander Data had a daughter once and she started having feeling and she died.She had Commander Data's data. Maybe you can't copy Commander Data.....???
It's one of those unknown mysteries.

Even though Data was an artificial life form he was considered to be a sentient being, it would be like cloning Picard and outfitting every Starfleet vessel with him, he would loose his individuality and become nothing more than a slave for the Federation.

Because he is missing some human traits that ships need. Plus you just can't replicate his brain.

the guy that made him died and also on one episode he was deemed human enough not to dissect and duplicate, so yes they have thought about it already.
