Phantom Fireworks is a brand name of consumer-level fireworks, much like Black Cat and Brothers are also brand names.

I am not familiar with firework laws in CT, but each state seems to have its own laws regarding consumer fireworks. Consumer-level fireworks are labeled "1.4G", the classification given by the US Gov't. This classification will be on the packaging of all legally sold fireworks in the US. (It used to be known as "Class C - Common", but this was changed a few years back.) Federal Law limits the amount of "powder" in 1.4G class fireworks, to make them a little safer for the public.

I would suggest talking with an established fireworks vendor in your area. They will be very familiar with the laws in your area.
I would also recommend buying fireworks only if they display the 1.4G classification, just to be safe.

Have fun and be safe!
