Yes I think so- I have heard of folks being arrested for riding a bicycle under the influence- in any case it is "public intoxication". AND an electric wheel chair could be defined as a "motorized vehicle", right?

I'd say, I certainly hope so. They are a danger to themselves and to motorists. I think sidewalks might fall under "public intoxication".

If it has wheels on it and you use it to get from point a to point b, yes. I saw a guy in the news that was on his riding mower driving down the sidewalk at 11pm to get some more beer and he was "pulled over" and charged with a DUI. His 5th one.
