1. Use a new, sharp razor with multiple blades
2. Use good quality shaving cream
3. Put lotion on afterwards

What I always do is apply some warm water to my face (applies to any area, too). What that does is it moisturizes the skin and makes it more supple. Saggy or dry skin is much more prone to nicks and burns. Barbers traditionally applied a hot, wet cloth to the face to do that.

I always wet the blade first, preferably with hot water. I apply a shaving cream to the area and work it into a lather. All of these things should reduce friction, the cause of razor burn.

Finally, I always apply a tonic or after shave (usually this is a combination of a solvent like alcohol and moisturizer). The alcohol component helps keep the skin clean (and prevents bacteria from setting in) and it adds one last layer of moisturizer.

You may also consider regular application of skin creams to keep the skin mositurized and supple. It will help prevent the "itch" that sometimes occurs when new hair is growing out of the follicles.

If you want to avoid the problems associated with shaving, you can always have a wax peel.
