Should the words "national and state parks" be capitalized?

In that particular sentence, no, because these aren't proper nouns (names).

If they're part of a name--such as Yellowstone National Park, or Adirondack State Park--they should be capitalized.

I believe the rule is you capitalize it if you are naming a specifc park. Like California National State Park, Lopez Lake but if you are referring to "California state parks" you don't.
