You can find the owner of a piece of land in your county's records. Many counties have these records on line. For others, you will need to go to the records division (often in the court house)

Most counties around here have online property tax search engines with mapping. That is, you enter the address or an address nearby and navigate to the property. The owners are then listed with assessed value and tax information.
