They are water vapour, unless of course, they are smoke clouds.

The normal everday clouds contain moisture. They don't always produce rain because the water molecules don't way enough to be pulled to the earth by gravity.
There are also clouds of dust and smoke that are not wet, just particles of dust or smoke.

Not all clouds, the higher the cloud the colder it is which would be ice particles, but most clouds are made up of water particles in their bottom layer. It depends on the season and region your in because it could be all ice particles or a mix or all moisture.

Clouds technically are visible aggregates of tiny water droplets and/or ice crystals in the atmosphere (anywhere above the ground, this includes fog).
Since water droplets and ice crystals are both water and water is wet, then all clouds are wet.

Dust "clouds" and smoke "clouds" are referred to as clouds because of their billowy shapes, even though they are not technically clouds.

Clouds on other planets could be dry.
For instance clouds of carbon dioxide on Venus or Mars.

there are several clouds...

many consist of vapour from liquids or gases... even smoke!

you would even get a bit of vapour in dust clouds, due to moisture in the environment...

but what do i know???lol

No. Some clouds such as cirrus are so cold they contain only ice crystals.
