Whenever Europe observes EST, the equivilant of the US's Daylight Savings Time, is the UTC altered because the time in Greenwich has been incremented by one hour?

Greenwich Mean Time does not change. The world is divided into 24 time zones going east (+) and west (-) from GMT. When we go from EST to EDT we are effectively changing our time zone from R (-5 hours) to Q (-4 hours).

No, UTC does not go on daylight time.
