First off, most states have laws in place that keep lending agencies from charging usurious (exorbitant or excessive) rates for borrowing money. Go that route first. Then use the Sailors Act for additional support. If you can, go to the legal aid office on base and ask for some help. They'll be able to guide you in the right direction.
You're supposed to recieve copies of the loan contract that show the actual intrest rate of the loan, and there should be a disclosure about any kind of rate change period, with exact time frames of when you can expect to have written notice and what other remedies you may have.
