Your problem could be as simple as improper gapping in your plugs. If your gap is too small, you are not getting enough spark to combust all that fuel. Check this first with a gap tool. I would go ahead and just replace with new plugs since it's pretty cheap. You will probably notice that your tailpipe is also covered with the same soot (black right?) If your gap is ok and still this problem - you have an improper air/fuel mixture causing your car to run too rich. (too much gas) Pretty sure your camry has fuel injection so carburetor is not the problem. A faulty oxygen sensor is a likely culprip. Other possibilities are other sensors, bad egr valve, bad injector(s) (although this would normally cause them to run too lean - not rich), and maybe just needing a tune up. Any good mechanic should be able to resolve this you immediately.

Soot on the plugs is because of an incomplete burn of fuel. This can have a variety of causes the main one being too much fuel or rich. The most likely cause of overfueling is a faulty temp sender to the ECU because it is making the ECU think the engine is colder than it is and delivering more fuel when it is in cold running mode. The other thing is if you are not driving it far enough to get it out of cold running mode will make the plugs sooty, like constant short hops from cold, 10 mins or so. If the engine is running over cool will do it too. If the heater output is OK then this is not the trouble. The next thing is a faulty fuel pressure regulator or vacuum line. Check that the oil isnt overfilled this can cause the oil to pump up and hit the plugs.

Engine is not the issue.
Timing, Carbueration, and plug type, could all play a factor.
