Click on start -> control panel -> double click taskbar/start menu icon. Make sure the check box for Show Quick Launch is actually checked. If it is, uncheck it and reboot. Go back in, check it, and reboot. (Like giving Windows a kick n the pants.)

If it WASN'T checked off, check it and reboot.

Um, right click the task bar, (the bar that is standardly at the bottom), anywhere but on a program, start button, or system tray. Go to "toolbars" and then click quick launch.

if unlock task bar doesn't work, you could try to do a system restore Programs, Accessories, System tools, System restore

right click on the task bar, click "lock the taskbar"
if that doesnt work, right click again and un-lock the taskbar
