Are they legally responsible? It's Arkansas law by the way, if that matters.

I have a friend that has a 2 month old baby and the father is from Bolivia, here on a student visa. He basically wants little to do with the child and does not think that he has to pay any form of support.

Of course he's responsible, collecting it is another matter altogether. First she has to establish paternity, get an order from the court for payment then take it to the DA's office to try to collect. They should have someone in social services to help her. Or a self help person at the court.

Again, trying to collect if he leaves the country is another matter..

Yes you would have to pay childsupport but if they go back to there contry they are not covered under US laws. So if the individuals stays there and never returns there is not alot they can do. These laws are tricky tho so you may find a way out or threw this.

I don't think the government could force them to pay child support if they are aliens. I wouldn't know, though.

Yep if they make a baby the have to pay support. They could get deported if they don't.
