Yes of course. Some people have very high standards when looking for a mate (not exactly the forever kind --think NBSB or no boyfriend since birth) so they don't so such things until they're really sure of the person they're gonna do it with. Also, some cultures and religions are very conservative that they don't do such things unless they're married.
