wei rong hwan
would u say that his first name is wei; his first name is wei rong; his middle name is rong; or that his last name is rong hwan?

In Chinese, the first word in a name is the last name. In this exemple, it's M. Wei.

Chinese first name often have two characters, so his first name is Ronghwan.

BTW, Hwan doesn't exist in Mandarin, it's more likely to be "Huan".

If it's Chinese, and the order hasn't been changed, then the family name is Wei.
