On the top bar, click on View, go to Toolbars and click on the Google toolbar. You should now see another toolbar below the address bar. In the middle of that bar, there is a picture and it should say "0 blocked". Click on that and it will change to "Popups okay". Hope this helps!

My Google toolbar blocks popups. There might be others that do that, too. You can click on "View" (up at the top left of your screen), then click on "Toolbars", then click on "Google" to uncheck it. That will close the Google toobar and end the problem.
Or, if you want to keep the toolbar, then when you want to see a popup, hold down the "CTRL" button while you click on the link that is going to open the popup.

Just hit the ctrl button at the bootom to allow your pages when popups stop you from seeing what you want to see

Usually you can just right click your mouse and pop up blocker will be listed left click on this and disable it.
