I live on a lake in Central Arkansas. Ever since the end of spring we have been seeing this bird catching fish in the lake. It is about the size of a Blue Jay. It's body is gray in color, it has a white ring around it's neck and it's crown is black and puffy. The only thing I can find that is close to it is a Belted Kingfisher but, the colors aren't right. I have been trying to get a picture of it but, the darn thing won't stay still long enough. Does anyone have an idea of what it might be? Thanks so much.

sounds like a loon. just do a yahoo image search for loon.

Possibly a rringed kingfisher or a female belted? As you may already be aware the female has a rust colored as well as a gray chest band, the male,only a gray band.

Sounds very much like black phoebes, which are not uncommon in Northern CA. They are black with white bellies, the white comes to a point on their breast; I've never noticed the orange tuft, though. They are flycatchers, and will often perch on a post, swoop out and catch an insect, and return to their perch. Eastern kingbirds are in the same genus, but would be pretty unheard of in CA.
