but does anyone else think that part of the motivation for "An Inconvenient Truth" is testing the waters for a possible 2008 presidential bid?

Sure, why not? He wouldn't be the first to say he's done with politics only to change his mind and give it another try.

Remember Nixon?
In 1962, he lost a race for Governor of California. In his concession speech, he accused the media of favoring his opponent Pat Brown, and stated that it was his "last press conference" and that "You won't have Dick Nixon to kick around any more."

he said he was done with politics... granted that doesn't mean a lot... but I think that he likes what he's going now (basically an environmental ambassador of sorts) better than being a politician...
