Either you have a fairly new tank, or a lack of circulation in it. I had the same problem with my own tank for the first few months after starting it up, then bought a horseshoe crab. It spends so much time digging through the sand that the slime couldn't settle.
Phosphates and nitrates feed the slime algae so make sure you use reverse-osmosis or distilled water.

It's cyano bacteria and it grows back very fast
remove as much of it as you can and then treat
your tank with chemi-clean and no more red stuff
chemi-clean is about as safe as you can get when
using algaesides. its made by boyd enterprises inc.
