No. I haven't heard that. It would be a bit dumb if it was to make that huge leap, the amount of 17-20 year olds who have passed tests and would suddenly not be able to drive. Well, knowing this government, I may not be surprised any more!
FYI, the provisional licence costs around £19 I think. I got mine quite recently and I think it was something like that.

I don't think this will happen...well not for many years anyway, but this damned government will do ANYTHING to reduce the number of cars on the roads. Speed cameras first and mileage charges and higher road taxes and fuel cost followed. Their idea will be to deny the younger and mostly law abiding people onto the roads but of course the car thieves and joy riders get away scot free because they don't have driving licences or pay for fuel etc because they aren't in the "system".Motorists in this country have the life-blood drained out of them by the two-faced government.I wonder why the government hasn't brought a law out forcing all over 70's to re take their tests and thus weed out the incompetant ones? Maybe it's because they rely on their votes at an election ????

This is an Urban Myth that goes around any group of people that are close to the age of 17 & hoping to take their test soon. The age is NOT going to increase and there haven't even been any White papers (ideas on paper) in the House of Commons to discuss the prospect!
I passed my test 14 years ago & the same rumour was doing the rounds back then!

(costs £38 for person above - see, I applied today) But yeh I heard that too, but it's very unlikely to happen in the next dacade or so, so there's not much to worry about.
What you should be worrying about however is that they're planning on charging you not only for fuel, insurance, tax, etc but also on how many miles and where you go. Like a motorway may be 8 pence a mile and a little countrylane 2 pence. It's a bloody cheek I say!

Its not the age of the driver but their ability and experience that counts.

you can still get a provisional license at 17
not sure how much it is?
