You can buy Cold Enamel and other sealants at your local craft store or on-line: be sure to consult this link for what to look for:

Your best bet would be to go to a local artists paint store and discuss your needs with the manager. A hobby shop or craft store would probably not carry the kind you need. At home improvement supply stores, the selection is probably very limited.
