Gemmill of Scotland (vs The Netherlands 3-1 (final score 3-2); 1978)
Maradona of Argentina (vs England 2-0; 1986)
Bergkamp of the Netherlands (vs Argentina 2-1; 1998)
Rossi of Italy (vs Brazil 2-1 (final score 3-2); 1982)
Gerson of Brazil (vs Italy 2-1 (final score 4-1); 1970)
Probably some great goals were also scored in 1930-1966 but I haven't seen those so it is impossible for me to judge them. The worst goal ever scored is by Horst Hrubesch for Germany in their match against Austria in 1982 (1-0).
