Depends on your country... very few allow it.
In the US, and pretty much any other country, it is highly illegal to download music for free because you did not pay the artist royalties or purchase rights (like a CD or iTunes) to listen to the song.
EDIT: Whoever says that personal use is legal is either uninformed or lying. Why do you think Napster went down? Anyhow, any way you slice it, download music for free is illegal- personal, resale, whatever it may be, it's still illegal.

Depends on where you get it from and who owns it and who's giving it to you. I recently took part in a survey for Universal and I got 5 free downloads from that but that was directly from Universal. If it's directly from the record label then it's not illegal since they're allowing it, otherwise it would normally be illegal, unless the person offering/giving it to you is paying the record label / artists directly.
Downloading music and selling it is a definite no no and when you're caught you'll be up in court. Not even a top class Solicitor/Attourney could prevent you from being sued!

Downloading free music for u re personal use is not illegal. But selling it after downloading is Illegal is is covered under piracy acts.
