Look, people, I have wondered the same thing, so I googled it for a few minutes. The following are a couple of separate passages from an article I found. So, the melanin explanation is correct. According to this article, the theory behind why there is so much more melanin on the doo-dads is that it is nature's way of protecting against fungi and bacteria. Yummy, and, uh...way to go nature, I guess.

But, New Scientist reports, some parts of the body which are hardly ever exposed to sunlight, such as genitalia, throats and nasal passages, are packed with melanin cells.

An Australian researcher suggests dark skin could be better than white at fending off fungi and bacteria.

Its because the blood veins are closer to the surface of the skin there than the rest of the body .

It's called hyperpigmentation. Its just excess melanin that forms deposits in the skin.

The skin is thinner in those areas. Blood vessels & nerve endings... etc are closer & more vissible. There are more blood vessels as well.
