During pregnancy, the fetus inside the womb undergoes constant change in formation before finally being born. All fetuses start off female, and require an extra hormone (XY chromosome) to start forming into a male. So the nipples form before the male hormones are sent to the fetus.
There is one point in pregnancy where the fetus resembles a fish-like stage. This is why humans have webbing in fingers and toes. Crazy stuff, huh?

According to the National Association of Medicine and all clinical research - all embryos begin life as female. Only when the embryos are about 6 weeks along, another enzyme will be added to the embryo thus making it a male. If the embryo is "denied" this enzyme, then the embryo will stay as a female. This accounts for why males also have nipples.

actually, there is a point inside the mother's womb that the sex of a person is undeveloped and undecided. if you notice, a female's clitoris closely resembles the head of a penis. there is a point where we are neither and both!
