Making parents sign a waiver is going to create ill will with the parents. If you are that worried about it, have the party at a public pool.

We have too many lawyers these days. Nobody would have brought up a question like this when I was a kid.

You the parent are responsible for your childs safety around pools/open water. I/We cannot and will not be held responsible in the even the an emergency occurs.

Call the company that you have your home owner's insurance with and ask a Representative there. They will know what their requirements are for you to be covered. If that isn't met the point is moot.
